Support to multi-country & multi-thematic gender analysis: improvement of the methodology and tools, support to capitalization and upscaling

 

1. About Plan International

We strive to advance children’s rights and equality for girls all over the world. As an independent development and humanitarian organisation, we work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. Plan International Belgium is one of Plan International’s 75 local offices. As a national office, we have a double responsibility. We apply for funding with different donors to implement projects in the global south, through Plan International’s Country Offices (COs). Secondly, we implement our own projects in Belgium. Plan International Belgium intervenes in 14 countries through development projects and/or humanitarian interventions. The focus of our projects is mainly on protection from Violence, Inclusive, safe and quality education (IQE) and Skills and Opportunities for Youth Employment (SOYEE).

2. Project Background

In 2017, Plan International Belgium (PIB) received funding from the Belgian Government to implement a five-year programme, covering five countries (Belgium, Benin, Bolivia, Niger and Vietnam). The overall outcome of the programme is to strive for a just world that advances children’s rights and equality for girls. The programme takes place within the legal context of the Belgian law on development cooperation as revised on 16.06.2016 and the royal decree of 11.09.2016 concerning non-governmental cooperation.

In May 2020, Plan International Belgium (PIB) started designing, in collaboration with 8 Plan International Country Offices, a new five-year programme. This programme, when fully drafted, will be submitted for funding approval to the Belgian development cooperation. In order to meet its ambition to design and implement gender-transformative programmes, PIB wishes to conduct during the design phase a Gender Situational Analysis (GSA) in each of the countries involved.

Over the summer, Plan International Belgium (PIB) started preparing a pilot gender situational analysis with the PI teams in Ecuador and Senegal. The methodology has been discussed and agreed upon and the necessary documents and tools are being developed. The secondary data collection is completed; the primary data collection is to take place before the end of 2020.

The purpose of the Gender Situational Analysis (GSA) is to identify the gendered barriers affecting gender equality and girl’s rights realisation through a rights-based analysis with a specific focus on adolescent girls and young women (10-24). The GSA examines the gendered vulnerabilities and underlying structural gender and social norms that affect adolescent girls and young women’s fulfilment of their rights, by exploring the gendered power relations between girls and boys/men and women, differences in their access to resources and services, diverging needs, activities and constraints.

 

3. Brief presentation of the Methodology

The Gender Situational Analysis (GSA) will employ a mixed method approach of data collection; using primary and secondary data sources and combining both qualitative and quantitative elements.

The GSA uses the following data collection methods:

  • Desk review of secondary data based on both internal and external resources,
  • Focus Group Discussions with adolescent girls, adolescent boys and adults,
  • Key Informant Interviews from selected ministries, services providers and communities,
  • Individual (online) surveys,
  • Direct observation.

A selection from these methods will be used for each country, based on the available resources, local constraints and opportunities.

The Gender Situational Analysis (GSA) will be comprehensive enough to embrace the key Gender Equality Index (GEI) domains but will also reflect the thematic priorities chosen in the context of the future 5-year programme’s design: Protection from Violence, IQE and SOYEE results, integrating SRHR and the Plan Internationa so-called LEAD activities, girls, boys, and youth as active drivers of change.

 

4. Support needed

Plan International commits itself to provide any data needed by the consultant to conduct the process, subject to availability.

4.1 Revision of the methodology, tools and documents (60% of allocated time)

Based on his/her analysis of the pilot gender analysis in Ecuador and Senegal and based on his/her analysis of the quality and relevance of the data collected, the consultant is expected to give detailed feedback and suggestions on methodology, tools and documents. He/she will be asked to complete the:

  • Revision of the whole methodology (sampling strategy, selection of participants, data collection methods, etc.),
  • Revision of the data collection tools (primary and secondary data),
  • Revision of the analysis framework and the report template.

In doing so, he/she will consider:

  • The Plan International guideline and reference documents as well as existing tools and frameworks developed by other key actors;
  • The necessity to make the tools flexible, to meet the interests and needs of the Country Offices;
  • How to ensure the data is collected in a consistent manner across countries, thematic areas and time.

The tools developed by the consultant will have to be articulated with the existing Plan frameworks (e.g., including the new Areas of Global Distinctiveness (AoGD) package) in order to be compatible with Plan International’s Y.O.D.A (ERP, PMERL and Data warehouse) system. The existing Plan frameworks aim to improve the quality of programs and harmonize approaches across the network. To this end, the Plan team mobilized on the GSA will make available to the consultant all relevant programmatic and M&E documents to ensure alignment of the package", which integrates gender in a cross-sectional manner and provides useful indicators for each "area" in the context of the situation.

4.2 Drafting of a user guide and a two pager on the methodology and its preliminary results (20%)

The consultant will be asked to draft a guide (in English) to facilitate the distribution of the tools to Plan International staff and implementing partners’ staff involved in the data collection and/or the exchange with M&E and Gender specialists across the Plan International network.

The consultant will also be asked to draft a two-pager to facilitate the communication around the methodology and its preliminary results with donors, other CSOs and with staff responsible of project/program design.

4.3 Capitalization around the pilot gender analysis in Senegal and Ecuador (20%)

We expect the consultants to:

  • Submit a list of key questions to feed into the capitalization and discuss them with Plan International staff;
  • Interview a selected number of PI staff (as well as other stakeholders, if deemed relevant) to collect their opinions and experience;
  • Draw a number of lessons learned and best practices, both for Plan International Belgium and at Country Office level (Ecuador and Senegal).

Suggestions of questions to be addressed (no exhaustive list, to be discussed):

  • What are the minimum criteria that need to be met to ensure the gender situational analysis brings an added value to the design, evaluation and monitoring of the project/programme?
  • To what extent is it possible to compare data across countries and across time? What are the good practices to develop to be able to do so?
  • What are the good practices to facilitate the work of the project teams in the field and of the Country Office (CO) staff at HQ level?
  • Etc

 

4.4. Child rights, gender and inclusion

In line with Plan International’s values and organisational ambition, all Monitoring, Evaluation and Learning (MEL) activities should seek to prioritise a focus on child rights, gender and inclusion and trying to understand the extent to which the project or programme applied gender and inclusion sensitive approaches and explicitly aimed for results that improve the rights of children and young people and gender equality.

 

5. Users of the Methodology and tools

At Plan International Belgium and at the country office level, various teams/roles will use the methodology and tools, as well as the data collected, as follows:

  • The Business Development Unit will consider the findings when designing the new five-year programme (mentioned above); in the future, it will consider, jointly with the COs concerned, the possibility and relevance of implementing the methodology when designing new interventions;
  • The Technical Unit will draw on the lessons learned from the gender analysis to build capacity within the organisation; it will strengthen the evaluation of the effects of the interventions on gender and social norms, gendered vulnerabilities and power relations;
  • The Country Offices will use the data collected to correct ongoing interventions, develop new strategies and feed into their advocacy in favour of equality for young women and girls; they will benefit from new tools and additional experience in terms of gender analysis.

Belgian donors, in particular those of the General Directorate for Development Cooperation of the SPF Foreign Affairs and Enabel through the She Decides initiative, as well as European donors, including the Directorate General for International Cooperation and Development (DG DEVCO) of the European Commission (particularly through its human rights financing instruments) encourage CSOs to integrate gender in a transversal manner in their programming.

The results of this project will be relevant to all NGOs wishing to strengthen the quality of their gender actions. Plan will put in place a plan to disseminate to NGOs, for instance, through Acodev/NGO federatie, or via the common strategic frameworks. The format will be discussed in due course with the relevant contact persons.

 

6. Ethics and Child and Youth Safeguarding

Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected, in accordance with Ethical MERL Framework and our Child and Youth Safeguarding Policy. All applicants should include details in their proposal on how they will ensure ethics and child and youth safeguarding in the data collection process. Specifically, the consultant(s) shall explain how appropriate, safe, non-discriminatory participation of all stakeholders will be ensured and how special attention will be paid to the needs of children and other vulnerable groups. The consultant(s) shall also explain how confidentiality and anonymity of participants will be guaranteed.

Plan International Belgium expects the consultants to treat data according to GDPR regulations.

9. Budget

The payments will be made based on satisfactory submission of deliverables. Plan International Belgium commits itself to giving regular feedback to draft reports and questions.

10. Expected Qualifications

  • Profound knowledge of children and young people's rights, gender equality and gender transformative programming;
  • Minimum of 3 years’ experience as a gender specialist;
  • Experience in conducting gender assessments in different contexts;
  • Experience working abroad, in humanitarian or development contexts;
  • Proficiency in English is mandatory whilst proficiency in French is an asset;
  • Knowledge of SGBV, Child Protection, Inclusive Quality Education and/or SOYEE is a strong asset;
  • Experience in the use of participatory and/or remote evaluation approaches with young people is an asset.
